Downsizing Africa

While the rhetoric has grown considerably, Mr. Bush's plans for US engagement in Africa have actually gotten considerably less ambitious. The operative quote here is "borrowing an idea from the Bill and Melinda Gates Foundation." Bush's plan for Africa is to ride the coattails of Mr. Gates. Notice that he talks to the G8 about 'all the things the US is doing in Africa,' he's not talking about the US government: he's talking about US NGOs.
